这份调查的排名基准是各个学校的学科成就，教学资源和课堂质量。结果显示排名前10的地区当中有九个地区都位于新南威尔士州，仅有一个位于维多利亚州。而排名最差的地区分布在北领地，南澳和西澳。由此可见，新南威尔士州在教育方面还是非常优秀的。
尽管如此，在新南威尔士洲，教育质量其实是参差不齐的。调查结果显示，教育质量较优的普遍集中在Northern Suburbs和Harbour周围等较为富裕的地区，而新南威尔士洲偏西部的地区，教育质量都低于平均水平以下。
调查者Alan Duncan表示，这次的报告重点在于关注学童们的社交技巧，阅读能力，情感成熟度，语言与数字运用能力和全科知识水平。而在教学质量较差的地区，校方可能无法在上述方面给学生提供全面的培养。在这些地区仅有平均水平一半数量的孩子会参加学前班，而且会有非常大的可能在上学的第一年受到低质量的教育。
Alan Duncan还表示，为了弥补这一漏洞，澳洲政府对于学校的资金投放较为合理，政府投放于平均水平以下的学校的资金高于其他学校将近50%。比如说，在Paddington，一个学生的资金投放是$15,709，而在新南威尔士洲西部，一个学生的资金投放为$38,606。
