The points test awards five additional points for Doctorate or Masters by research-level qualifications gained from Australian universities in Science, technology, engineering and mathematics (STEM) or specified information and communication technology (ICT) fields in Australia.

For scientific occupations such as Agricultural Scientist, Physicist and Chemist, it may be possible to consider your doctoral studies to meet our skills assessment requirement if the work is at an appropriate skill level, is at least 20 working hours per week, and you are paid. You are required to provide official evidence supporting paid employment at this level. Official evidence would include: research publications; a statement of service from the Head of the Department indicating the significance of the research and your tasks; how you are remunerated. Please note that evidence of remuneration would include scholarship grants (full tuition fee coverage and stipend) at doctoral degree (research) level.
Please also note that the employment/research period may only be considered suitable if the research work undertaken closely matches major tasks usually undertaken in that occupation in Australia. PhD research which is unpaid cannot be assessed.

没听说过读博士可以算成工作经验的。
现在除了雅思还可以考PTE的吧。
朋友考了好几次雅思都没过，PTE稍微准备一下，比雅思好拿分数。

如果职业在Medium and Long‑term Strategic Skills List上，那就直接博士毕业后申请189。
（需要至少60分+职业评估+四个六。职业评估需要看是否需要一年工作经验。你的工程类可能不用工作经验。同时有些职业60分很难走189的，因为比如会计审计ICT类还有某些工程类需要65/70乃至75分了。。。所以需要很多都确保一定可以至少60分+职业评估+四个六）
如果确实分数不够，还有另外一个办法，那就是到其他州读博士。
其中，NT/ACT/Qld/SA/TAS/Vic几乎无条件担保所有州内/领地内大学毕业的国际博士毕业生。
所谓无条件，还是要满足190签证的要求，比如至少55分，至少四个六，至少有在list上的职业评估，至少博士拿到completion letter。
请注意，list每年可能变化的，但是只要在list上面而且不限制只能申请489的专业，都可以申请了。

比如，你去Qld的州读博士（最好是Qld所有公立大学），只要毕业，就立刻可以申请州担保。。。
因此说，从某种意义来说，博士毕业，只要选对了州/领地，无论什么专业，几乎100% 移民。
但是但是，移民局要求你技术移民，纵然是州担保，也需要相关职业评估。
注意，职业评估的职业必须要在190清单上（之前600多个职业，现在可能200多个吧），否则纵然有职业评估，在州内博士毕业，也可能没法拿到州担保。
现在州担保本州内毕业的国际博士毕业生，只需要有职业评估+州内博士毕业+英语四个六+至少55分即可。
其他都不太难，因为不够分还可以通过英语来加分，对于很多人，难的是职业评估。
首先：现在的不少州和领地不要求你的职业评估和你的博士专业100% 相关。我有朋友以 272499: SOCIAL PROFESSIONALS NEC 职业评估+州内大学旅游管理专业博士毕业，一样拿到州担保。
另外一个以242211: VOCATIONAL EDUCATION TEACHER +州内大学Marketing专业博士毕业，一样拿到州担保。
（注意，242211是在之前CSOL上，他去年末申请，所以尽管今年这个专业被删除了，但是他早就申请了州担保并拿到了190签证）。
所以：在读博士期间，拿到一个在 STSOL 上面的职业评估（最好是和博士专业相关啦），基本上毕业100% 州担保移民哦。
要不，等到博士毕业后，工作一年（最好是和博士专业相关啦），完成职业评估，也可以基本上100% 州担保移民哦。
按照现在的情况，不排除以后，所有州和领地会要求你的职业评估和你的博士专业100% 相关才可以。。。
如果你有工作经验，而且工作都相关，你应该可以在开始读博士后，最好是第一年末到第三年初之间，申请职业评估。然后拿到职业评估后，你也刚好博士毕业（职业评估还没有过期之前），这样州担保应该是100%了。
或者你的职业不用工作经验就可以评估的话那就更好，在毕业前搞到手即可。
职业评估都是看之前的工作+学位的关系的。当然，对于vetassess评估的职业，都需要在本科毕业后至少一年超级相关工作经验，而对于有些职业，并不需要工作经验就可以申请职业评估了，比如工程类由EA评估的专业，比如会计类，比如还有其他相关类。
具体请查阅各个职业的对应评估机构和具体要求。
注意注意：PhD经历很难claim为工作经验，所以如果是vetassess评估的专业，请特别注意。当然，vet有条件承认PhD经历claim为工作经验。

当然，如果不是vetassess评估的职业，最好不用任何工作经验就可以评估，那就最好了（比如工程师之类的）。
还有，有些人可能在澳洲读博时，做tutor，但是能够满足vet的要求的很少哦，因为一周20小时至少工作一年才满足vet的要求。。。

注意：NSW和WA现在暂时没有任何担保博士毕业生的说法，所以不推荐去NSW/WA读博士。但是不排除他们以后也担保博士毕业生。
当然，NSW州很多好大学尚可，但是如果分数不够或者不在189list上面，为了移民，推荐你去无限制担保博士毕业生的州/领地读书哦。
最后最后：对于博士毕业后申请州担保，应该需要你在A州/领地博士毕业，然后申请A州/领地的州担保才可以的。虽然存在在A州/领地毕业，然后拿到B州/领地的州担保的可能性，但是不如在A州/领地博士毕业，然后申请A州/领地的州担保成功率高。
还有，不排除某个州/领地以后会取消这个政策，或者提高要求（比如英语四个七，比如职业评估和就读专业超级相关等），或者拒绝合格的申请人。
