机构组织的名称前到底加不加定冠词the？

比如the Senate(参议院)、the University of London(伦敦大学)、the United Nations(联合国)是加定冠词的，可是像Tsinghua University(清华大学)、World Trade Organization(世界贸易组织)却是零冠词情况。

    the people's republic of china——中国，基本都知道，独一无二，要加the.
    committee of communist party in Chenzhou
    郴州中共委员会。
    也许知道的人就少了，就不用the.
    但是对于郴州人可能都知道，对郴州人说就得加the.
